چکیده | ||
زمینه و هدف: بهره وری مهمترین هدف خصوصی سازی در میان کشورهای جهان است و بهره وری نیروی انسانی مهمترین بخش از بهره وری جزیی است که محور تصمیمات دولت ها در تصمیم گیری است. تجازب عمده کشورهای جهان نشان دهنده افزایش بهره وری پس از خص.صی سازی و واگذاری شرکت ها به بخش خصوصی می باشد. هدف این پژوهش ارائه مدلی برای خصوصی سازی و واگذاری شرکت ملی پخش فراورده های نفتی بر اساس سیاست های کلی اصل 44 قانون اساسی کشور ایران است.. روش: تحقیق حاضر بر اساس هدف، کاربردی و از نظر روش توصیفی-تحلیلی با رویکرد کیفی است. روش جمع آوری داده ها، میدانی و ابزار آن مصاحبه نیمه ساختار یافته است. جامعه آماری اساتید مجرب دانشگاهی و متخصصان شرکت نفت که دارای دانش و تجربه کافی راجع به موضوع خصوصی سازی و بهره وری منابع انسانی در شرکت ملی پخش فرآورده های نفتی ایران می باشند که تعداد 15 نفر به روش نمونه گیری هدفمند و تا مرحله رسیدن به اشباع نظری انتخاب شدند. برای روایی ابزار مصاحبه از ضریب نسبی روایی محتوا (CVR) و شاخص روایی محتوا (CVI)، استفاده شده است.همچنین برای پایایی آن از روش پایایی بازآزمون استفاده شده است. روش تجزیه و تحلیل داده ها برای بخش ادبیات، تحلیل تم و برای بخش مصاحبه ها از کدگذاری باز، محوری و انتخابی استفاده شده است. | ||

Background and purpose: Productivity is the most important goal of privatization among the countries of the world, and the productivity of human resources is the most important part of partial productivity, which is the focus of governments' decisions in decision-making. The main interest of the countries of the world shows the increase in productivity after privatization and transfer of companies to the private sector. The purpose of this research is to present a model for the privatization and transfer of the National Oil Products Distribution Company based on the general policies of Article 44 of the Constitution of Iran. Method: The present research is based on the objective, applied and in terms of descriptive-analytical method with a qualitative approach. The data collection method is field and the tool is semi-structured interview. The statistical population is experienced university professors and oil company specialists who have sufficient knowledge and experience regarding the issue of privatization and human resources productivity in the National Iranian Oil Products Distribution Company, which is 15 people by purposeful sampling method and up to the saturation stage. Nazari were selected. For the validity of the interview tool, the relative coefficient of content validity (CVR) and the content validity index (CVI) were used. Also, the test-retest reliability method was used for its reliability. The method of data analysis was used for the literature section, theme analysis, and for the interviews section, open, central and selective coding was used. | ||
