چکیده هدف: پژوهش حاضر با هدف شناسایی نقاط قوت و ضعف برنامه ششم توسعه در کاهش نابرابریهای آموزشی، شاخصهای آموزشی استان خراسانرضوی را طی سالهای (1400-1396) بررسی میکند. روششناسی: این پژوهش با رویکرد کمی و روش توصیفی، از دادههای مرکز آمار ایران و سالنامههای وزارت آموزش و پرورش استفاده کرده و بر شاخصهای دسترسی، درونداد و برونداد آموزشی تمرکز دارد. یافتهها: نتایج نشان داد که خراسانرضوی طی برنامه ششم در شاخص دسترسی به آموزش با کاهش پوشش تحصیلی و افزایش ترک تحصیل، بهویژه در مناطق روستایی و میان دختران، مواجه است.در شاخص دروندادها، نسبت دانشآموز به معلم افزایش و فضای آموزشی در مناطق محروم کاهش یافت، اما سطح تحصیلات معلمان بهبود داشت. و در شاخص بروندادها، ترکتحصیل و ارتقا در متوسطه اول افزایش و تکرارپایه و افت تحصیلی در ابتدایی کاهش یافت. همچنین در مقایسه با میانگین کشوری، استان در نرخ ثبتنام، ارتقا و کاهش مردودی دارای برتری اما ضعف در فضای آموزشی و بازمانده از تحصیل است. نتیجهگیری و پیشنهادها: این پژوهش بر لزوم توجه به نابرابریهای منطقهای و جنسیتی تأکید دارد و پیشنهاد میکند سیاستگذاران برنامههایی برای بهبود آموزش در مناطق محروم و گروههای آسیبپذیر طراحی کنند. نوآوری و اصالت: این مطالعه با ارائه اولین تحلیل جامع و دادهمحور از تأثیر برنامه ششم بر شاخصهای آموزشی خراسانرضوی، رویکردی نوین در بررسی نابرابریهای آموزشی با تأکید بر تفاوتهای جنسیتی و منطقهای ارائه میدهد و با تلفیق دادههای آماری بهروز و تحلیل تطبیقی با کشور، راهکارهای هدفمند برای مناطق محروم پیشنهاد میکند. | ||

Abstract Aim: This study aims to identify the strengths and weaknesses of the Sixth Development Plan in reducing educational inequalities by examining the educational indicators of Khorasan Razavi Province during 2017-2021. Methodology: Employing a quantitative approach and descriptive method, this research uses data from the Statistical Center of Iran and Ministry of Education yearbooks, focusing on indicators of access, inputs, and outputs of education. Results: The results reveal that during the Sixth Plan, Khorasan Razavi experienced a decline in academic coverage and an increase in dropout rates in access indicators, particularly in rural areas and among girls. In input indicators, the student-to-teacher ratio increased and educational space in deprived areas decreased, though teachers’ education levels improved. In output indicators, dropout and promotion rates in the first secondary level rose, while grade repetition and failure rates in primary education fell. Compared to the national average, the province outperformed in registration, promotion, and reduced failure rates but showed weaknesses in educational space and out-of-school rates. Conclusions and suggestions: This study emphasizes the need to address regional and gender disparities and suggests that policymakers design programs to improve education in deprived areas and for vulnerable groups. Innovation and originality: Providing the first comprehensive, data-driven analysis of the Sixth Plan’s impact on Khorasan Razavi’s educational indicators, this study offers a novel approach to examining educational inequalities, focusing on gender and regional differences, and integrates up-to-date statistical data with national comparative analysis to propose targeted solutions for deprived regions. | ||
