| چکیده | ||
| شهرداری‌ها به‌عنوان نهادهای محلی، نقش کلیدی در مدیریت و توسعه شهری ایفا می‌کنند. این مقاله به بررسی تطبیقی وظایف و اختیارات شهرداری‌ها در ایران و اقلیم کردستان می‌پردازد. با استفاده از روش تطبیقی و تحلیل محتوای قوانین مرتبط، این مطالعه به بررسی تطبیقی دو نظام مدیریت شهری می‌پردازد. یافته‌ها نشان می‌دهند که شهرداری‌ها در ایران و اقلیم کردستان ازنظر وظایف و اختیاراتی چون حفاظت از محیط‌زیست، مدیریت بحران، نظم عمومی شهری و امور عمرانی، آموزشی و فرهنگی، نقش عمده‌ای را بر مبنای قوانین و مقررات مختلف ایفا می‌کنند و همچنین تفاوت‌ها و شباهت‌هایی دارند که ناشی از عوامل تاریخی، سیاسی و فرهنگی است که بر ساختار و عملکرد شهرداری‌ها تأثیر گذاشته‌اند. سوال اصلی تحقیق این است که وجوه تفاوت‌ها و شباهت‌ها در وظایف و اختیارات شهرداری‌ها در حقوق موضوعه اقلیم کردستان عراق و جمهوری اسلامی ایران کدامند؟ اهداف این تحقیق شامل بررسی مقایسه دقیق عملکرد، وظایف و حدود اختیارات شهرداری‌های ایران و اقلیم کردستان عراق بر اساس قوانین و مقررات موجود و همچنین تحلیل وجوه اشتراک و افتراق ناشی از ساختارهای حقوقی، سیاسی، تاریخی و فرهنگی در اداره شهری می باشد. نتایج این مطالعه می‌تواند به بهبود سیاست‌های مدیریت شهری در هر دو منطقه کمک کند و زمینه را برای تحقیقات آینده در این حوزه فراهم آورد. | ||

| As local institutions, municipalities play a crucial role in urban management and development. This article presents a comparative study of the duties and authorities of municipalities in Iran and the Kurdistan Region. Employing a comparative method and content analysis of relevant legal frameworks, the study examines the structure and functioning of the two urban management systems. The findings indicate that municipalities in both Iran and the Kurdistan Region have significant responsibilities in areas such as environmental protection, crisis management, public order, infrastructure, education, and cultural affairs—functions that are defined by various laws and regulations. Despite sharing certain similarities, notable differences also exist, rooted in historical, political, and cultural contexts that have shaped each system's structure and operations. The main question of the research is: What are the differences and similarities in the duties and powers of municipalities in the statutory laws of the Kurdistan Region of Iraq and the Islamic Republic of Iran? The objectives of this research include a detailed comparison of the performance, duties, and powers of municipalities in Iran and the Kurdistan Region of Iraq based on existing laws and regulations, as well as an analysis of the similarities and differences arising from legal, political, historical, and cultural structures in urban administration. The results of this study can contribute to the improvement of urban management policies in both regions and offer a foundation for future research in this field. | ||
