| هدف: پژوهش حاضر با هدف شناسایی و ارزیابی گزارههای سیاستی اسناد فرادستی نظام آموزش عالی کشور در حوزه توسعه منابع مالی و ارائه چارچوبی برای تحلیل آن در بستر واحدهای آموزشی مهارتی انجام شد. روششناسی: این پژوهش با رویکرد کیفی و روش توصیفی–تبیینی مبتنی بر تحلیل اسنادی انجام شده است. دامنه مطالعاتی شامل هجده سند فرادستی قانونی طی سالهای ۱۳۸۳ تا ۱۴۰۳ بوده است، که با روش نمونهگیری هدفمند انتخاب و تحلیل شد. دادهها با استفاده از تحلیل مضمون و بر اساس الگوی مفهومی حاصل از مرور نظاممند فراترکیب تأیید شده توسط خبرگان، دستهبندی و کدگذاری شدند. پایایی یافتهها نیز از طریق محاسبه ضریب توافق کاپای کوهن (0.62 تا 0.81) تأیید شد. یافته ها: نتایج نشان داد مفاهیم مرتبط با توسعه منابع مالی در اسناد فرادستی در قالب ۱۸۴ مضمون پایه، ۳۴ مضمون فرعی و ۱۲ مضمون اصلی سازماندهنده قابل خوشهبندی هستند. در میان مضامین اصلی، بیشترین تأکید اسناد بر «توسعه مالی و کارآمدسازی منابع» و «تجاریسازی دستاوردهای علمی و نوآوری دانشگاهی» بوده است. نتیجهگیری و پیشنهادها: یافتهها حاکی از آن است که سیاستهای توسعه منابع مالی در سطح واحدهای آموزشی مهارتی از تناسب و جامعیت کافی برخوردار نیستند و بیشتر بر ابعاد تکسطحی تمرکز دارند. پیشنهاد میشود تدوین سندی جامع در حوزه آموزشهای مهارتی با لحاظ اقتضائات خاص آن، از جمله پیچیدگیهای تصمیمگیری و پاسخگویی به تحولات بازارکار، در دستورکار قرار گیرد. همچنین توجه بیشتر به راهبردهای مالی نوین نظیر برونسپاری خدمات، توسعه ابزارهای مالی، تقویت مشارکتهای مردمی و بازاریابی رقابتی برای ارتقای عملکرد واحدهای مهارتی ضروری است. نوآوری و اصالت: این پژوهش با تلفیق دو حوزه تحلیل اسناد فرادستی و مالیه آموزش عالی مهارتی، چارچوبی جامع و مبتنی بر شواهد قانونی، برای ارزیابی سیاستهای مالی واحدهای دانشگاهی مهارتی ارائه میدهد، که کمتر مورد توجه محققان بوده است. این چارچوب برخلاف مطالعات پیشین که صرفاً بر تنوع بخشی و درآمدزایی تمرکز داشتهاند، بر تلفیق تحلیل اسناد فرادستی با چارچوب اقتصاد آموزش عالی مهارتی تاکید داشته است. | ||

| Aim: This study aimed to identify and evaluate policy propositions within national higher education documents concerning financial resource development and to provide a framework for their analysis in vocational training units. Methodology: This qualitative research employed a descriptive explanatory design based on document analysis. Eighteen legal overarching documents issued between 2004 and 2024 were purposively selected. Data were coded and categorized through thematic analysis using a conceptual framework derived from a validated systematic meta-synthesis review.Reliability was confirmed through Cohen’s Kappa coefficient (0.62–0.81). Results: The findings indicate that the financial resource development concepts embedded in the overarching documents can be organized into 184 basic themes, 34 sub-themes, and 12 main organizing themes. The documents primarily emphasized “financial development and resource efficiency” and “commercialization of scientific achievements and university innovation.” Conclusions and suggestions: The results demonstrate that financial resource development policies reflected in overarching documents lack balanced proportionality and sufficient comprehensiveness at the level of vocational training units. The documents predominantly stress single-dimensional aspects, overlooking the multidimensional nature of financial development. It is recommended that a comprehensive vocational education policy document be formulated, taking into account institutional specificities, decision-making complexities, and responsiveness to labor market needs. Greater emphasis should be placed on innovative financial strategies, including outsourcing selected services, developing financial instruments, strengthening public and market-based participation, and adopting competitive marketing approaches to enhance institutional performance. Innovation and originality: By integrating overarching document analysis with the financial management of vocational higher education, this study provides a comprehensive, legally grounded framework for evaluating financial policies in vocational university units—an area that has received limited scholarly attention. | ||
