| مسئله فلسطین یکی از پایدارترین و مناقشهبرانگیزترین موضوعات سیاست بینالملل معاصر است که طی دهههای گذشته بر معادلات امنیتی خاورمیانه و الگوهای کنش بازیگران اصلی نظام بینالملل تأثیر عمیقی گذاشته است. با وجود گستردگی ادبیات موجود، بسیاری از پژوهشها یا بر سیاست یک بازیگر خاص تمرکز کردهاند یا عمدتاً به بررسی مواضع و گفتمانهای دیپلماتیک پرداختهاند. این مقاله در پی آن است که این خلأ را با مقایسه سیاست خارجی ایالات متحده آمریکا، اتحادیه اروپا و جمهوری اسلامی ایران در یک چارچوب تحلیلی مشترک پر کند. پژوهش حاضر با اتکا به چارچوب نظری واقعگرایی نئوکلاسیک و با استفاده از روش تحلیل تطبیقی به این پرسش اصلی پاسخ میدهد که چگونه تعامل میان فشارهای ساختاری نظام بینالملل و متغیرهای داخلی موجب شکلگیری الگوهای متفاوتی از همگرایی یا واگرایی میان سطح اعلامی و سطح عملکردی سیاست خارجی ایالات متحده آمریکا، اتحادیه اروپا و جمهوری اسلامی ایران در قبال مسئله فلسطین میشود؟ یافتههای پژوهش نشان میدهد که در مورد ایالات متحده و تا حدی اتحادیه اروپا، میان مواضع اعلامی ـ که غالباً بر راهحلهای سیاسی، روندهای صلح و چارچوبهای حقوق بینالملل تأکید دارند ـ و رفتار عملی آنها در عرصههای نهادی و سیاسی شکاف قابل توجهی وجود دارد؛ شکافی که تا حد زیادی ناشی از ملاحظات راهبردی، الزامات امنیتی و جایگاه این بازیگران در ساختار قدرت نظام بینالملل است. در مقابل، سیاست خارجی جمهوری اسلامی ایران در قبال مسئله فلسطین از همراستایی بیشتری میان سطح اعلامی و عملکردی برخوردار است. | ||

| The Palestinian issue remains one of the most enduring and controversial topics in contemporary international politics. Over the past decades, it has significantly influenced the security dynamics of the Middle East as well as the behavior and strategies of major actors in the international system. Despite the extensive body of literature on this subject, many existing studies tend to focus on the policies of a single actor or primarily analyze diplomatic positions and discourses. Drawing on the theoretical framework of neoclassical realism and employing a comparative analytical approach, the study examines how the interaction between structural pressures within the international system and domestic political variables shapes the foreign policy behavior of these actors. More specifically, it explores how this interaction produces different patterns of convergence or divergence between the declaratory level of foreign policy (official statements and positions) and the operational level (practical actions and policy implementation) in relation to the Palestinian issue. The findings suggest that in the cases of the United States and, to some extent, the European Union, there is a noticeable gap between their declared support for political solutions, peace processes, and the principles of international law, and their practical behavior in political and institutional arenas. This gap is largely influenced by strategic considerations, security priorities, and their positions within the global power structure. In contrast, the foreign policy of the Islamic Republic of Iran toward the Palestinian issue demonstrates a relatively higher degree of alignment between its declared positions and its practical policies. | ||
