چکیده
مسألۀ فلسطین یکی از پایدارترین و مناقشه‌برانگیزترین موضوعات سیاست بین‌الملل معاصر است که طی دهه‌های گذشته بر معادلات امنیتی خاورمیانه و الگوهای کنش بازیگران اصلی نظام بین‌الملل تأثیر عمیقی گذاشته است. این مقاله در پی آن است که با اتکا به چارچوب نظری واقع‌گرایی نئوکلاسیک و با استفاده از روش تحلیل تطبیقی به این پرسش اصلی پاسخ می‌دهد که چگونه تعامل میان فشارهای ساختاری نظام بین‌الملل و متغیرهای داخلی موجب شکل‌گیری الگوهای متفاوتی از همگرایی یا واگرایی میان سطح اعلامی و سطح عملکردی سیاست خارجی ایالات متحدۀ آمریکا، اتحادیۀ اروپا و جمهوری اسلامی ایران در قبال مسألۀ فلسطین می‌شود؟ یافته‌های پژوهش نشان می‌دهد که در مورد ایالات متحده و تا حدی اتحادیۀ اروپا، میان مواضع اعلامی - که غالباً بر راه‌حل‌های سیاسی، روندهای صلح و چارچوب‌های حقوق بین‌الملل تأکید دارند - و رفتار عملی آن‌ها در عرصه‌های نهادی و سیاسی شکاف قابل توجهی وجود دارد؛ شکافی که تا حد زیادی ناشی از ملاحظات راهبردی، الزامات امنیتی و جایگاه این بازیگران در ساختار قدرت نظام بین‌الملل است. در مقابل، سیاست خارجی جمهوری اسلامی ایران در قبال مسألۀ فلسطین از هم‌راستایی بیشتری میان سطح اعلامی و عملکردی برخوردار است.

The Palestinian question stands as one of the most enduring and controversial issues in contemporary international politics, having profoundly influenced Middle Eastern security equations and the behavioral patterns of major international actors over the past several decades.Relying on the theoretical framework of Neoclassical Realism and employing a comparative analysis method, this article seeks to answer the central question: How does the interaction between structural pressures of the international system and domestic variables shape different patterns of convergence or divergence between the declared and operational levels of foreign policy in the United States, the European Union, and the Islamic Republic of Iran regarding the Palestinian issue?The findings of the research indicate that in the case of the United States, and to some extent the European Union, there is a significant gap between their declared positions-which frequently emphasize political solutions, peace processes, and international legal frameworks-and their practical behavior in institutional and political arenas. This gap is largely driven by strategic considerations, security imperatives, and the positions these actors hold within the power structure of the international system.In contrast, the foreign policy of the Islamic Republic of Iran regarding the Palestinian issue exhibits a greater alignment between its declared and operational levels.
