| چکیده | ||
| زمینه و هدف: توسعه گردشگری محلی مستلزم دسترسی به نظامهای تأمین مالی پایدار و متناسب با ظرفیتهای بومی است. هدف این پژوهش، طراحی و تبیین الگوی تأمین مالی پایدار توسعه گردشگری محلی با تأکید بر ظرفیتهای منطقهای استان گلستان است. روششناسی: پژوهش از نظر ماهیت، کیفی و از نظر هدف، کاربردی–توسعهای است. دادهها از طریق مصاحبههای نیمهساختاریافته با خبرگان و مطلعان کلیدی گردآوری شد و به کمک روش تحلیل تماتیک آتراید–استرلینگّ (2001) و نرمافزار MAXQDA 2020 تحلیل گردید. جامعه پژوهش شامل خبرگان دانشگاهی و مطلعان کلیدی حوزه گردشگری و تأمین مالی استان گلستان است که با روش نمونه-گیری هدفمند انتخاب شدند. یافتهها: بررسی ها منجر به ارائه الگویی بومی و مالیمحور برای تأمین مالی پایدار توسعه گردشگری محلی است که از پنج بُعد اصلی منابع و ابزارهای تأمین مالی پایدار گردشگری محلی، سازوکارهای نهادی، قانونی و سیاستی تأمین مالی گردشگری، مشارکت مالی ذینفعان محلی در توسعه گردشگری، پایداری و تابآوری جریانهای مالی گردشگری محلی و بومیسازی نظام تأمین مالی بر پایه ظرفیتهای منطقهای گلستان تشکیل شده است. نتیجهگیری: نتایج نشان می دهد که تحقق توسعه پایدار گردشگری محلی در استان گلستان، نیازمند بازطراحی نظام تأمین مالی متناسب با ویژگیهای اقتصادی، اجتماعی و نهادی منطقه است. لذا، استفاده از ابزارهای مالی ترکیبی، تقویت نهادهای مالی محلی و جلب مشارکت فعال جوامع محلی پیشنهاد میشود. نوآوری و اصالت: نوآوری پژوهش، ارائه الگویی کیفی است که نشان میدهد پایداری مالی توسعه گردشگری محلی صرفاً به تنوع منابع مالی وابسته نیست، بلکه از تعامل میان نهادها، سیاستها، ذینفعان و اقتضائات منطقهای شکل میگیرد. | ||

| Background and Objective: Local tourism development requires access to sustainable financing systems aligned with indigenous capacities. This study aims to design and develop a sustainable financing model for local tourism development with emphasis on the regional capacities of Golestan Province. Methodology: In terms of nature, this research is qualitative; in terms of purpose, it is applied-developmental. Data were collected through semi-structured interviews with experts and key informants and analyzed using Attride-Stirling’s (2001) thematic analysis and MAXQDA 2020. The research population consisted of academic experts and key informants in tourism and finance in Golestan Province by using purposeful sampling .Findings: The findings led to a localized, finance-centered model for sustainable financing of local tourism development, consisting of five main dimensions: sustainable financial resources and instruments for local tourism, institutional, legal, and policy mechanisms for tourism financing, local stakeholders’ financial participation in tourism development, sustainability and resilience of local tourism financial flows, and localization of the financing system based on Golestan’s regional capacities. Conclusion: The results show that achieving sustainable local tourism development in Golestan Province requires redesigning the financing system in line with the region’s economic, social, and institutional features. Therefore, the use of blended financial instruments, strengthening local financial institutions, and attracting active participation from local communities are recommended. Innovation and Originality: The study’s innovation lies in presenting a qualitative model showing that the financial sustainability of local tourism development depends not only on the diversity of financial resources, but also on interaction among institutions, policies, stakeholders, and regional conditions. | ||
